The claim this page used to make
A $100 million investment and grant fund for startups in a specific country. That was another ecosystem. Empoorio has no fund of any size, no venture arm and no regional programme.

The only two mechanisms that fund anything
The treasury, through on-chain proposals, capped, after mainnet.
The Ailoos pool, through pallet-ailoos-rewards, paying nodes for verified training and serving — the closest thing the ecosystem has to a "fund" for contributors, and it pays for work done, not for pitches.
The grants programme pays testnet tokens with no value and says so.
What a startup gets from Empoorio
A runtime with 140 native pallets on a public testnet. A team that answers. A public listing if you ship real transactions. The same rules everyone else gets: no earlier entry, no cheaper price, no side allocation.
Why publish a page saying "no fund"
Because the previous page said there was one, and someone might have planned around it. The ecosystem's rule — announce things after they exist — cuts both ways: it also means correcting things announced that never did.
