Voting, without the cost

Boundaries

pallet-gov-boundary caps any entity at 10 % of effective voting power and protects parameters no proposal may change; pallet-guardian holds the emergency brake.

Built to grow

Treasury spends are capped at 10 % per 365 days; a Technical Committee will take over privileged calls that Root holds today — decision D10.3 on the mainnet gate.
