On EmpoorioChain a creator's royalty is a rule the runtime applies on every resale, not a metadata field a marketplace may ignore. Minting a hundred works costs fractions of a cent; listing costs nothing until a fan claims. EidoOS pays creators 70 % of pay-per-use video. All of it is on a testnet, and no creator has used it yet — this page says so.
